Which cell provider is best for cheap and anonymous setups?

Speakout 7-11. You can buy a SIM card, airtime voucher, and even a phone with cash at any 7-11 store. No need for your name or any other personal info and no contract. Runs on the Rogers network so coverage/reception is good. You register the SIM online but you don't need to make an account or anything, and even if you make one you can use any name and email. Airtime voucher can be loaded by dialing a USSD code. Same for checking your balance.

They have a promo now where if you buy $100 airtime you get an extra $25, free SIM, and $30 off a phone (reg $80). So for $150 + tax you can get $125 airtime + SIM + cheap Android phone. I think airtime is $0.30/min and outgoing texts are $0.15 each, but they also have monthly plans. I spend around $10/month which is worth it for the privacy and convenience IMO.

How do you top up your plan? Using a credit card?

I remember my coworkers thinking I am a drug dealer for carrying another phone for Pokémon Go purposes as I can't trust fighting alone.

I can only speak for Perla and Seduction Airport so far: no, you don't need a mask in the room. I'm thinking of hitting Atlantis as well, but I expect the answer is the same.

Perla got caught hiding diagnosis, they have extra scrutiny now. Health dept wants to make sure they aren't hiding girls off schedule like they always do, or taking off the book appointments.

Could Tims (or any other spa for thay matter) just open 3 Toronto locations, despite being one of the only companies with a valid license?

so let me get this straight - perla has an outbreak, but didn’t disclose it to anyone including PH and then PH found out, also didn’t tell anyone (except you apparently) and as a punishment quietly told perla they had to keep useless pictures of guys in masks and take phone numbers (and first names only!!) of phones that are mostly burners and can’t be tracked.

All business even dine in restaurants have to keep customer names and numbers 30 days now.

They are on the radar for covering up covid cases coming from them, so now they are forced to comply and hand over your data to the government. Not enough enforcement for everywhere, but enough to deal with cases like this that get on the government radar. Why risk it by going there?
