Take the housing sector, for example. They arent going to build homes at a 25% faster clip to make up for the houses they could have been building if the shutdown wasnt enacted. Landlords arent going to raise rents 25% to make up for loss rental payments from tenants who couldnt pay.

Car dealerships arent going to all of a sudden start selling 25% more cars for the next 90 days. Manufacturers of cars wont be producing 25% more output.

Economies dont recover production.

If they did, then workers and owners could close things down for 2, 3, 4 or more months every year and just say:

No problem. We can make up the lost production later on - it wont matter.

If you could just make up for lost production, then the North Koreans could have a good crop one year and go back in time and feed all the starving and dying North Koreans from years past. We could even go back to WW2 and ask Hitler not to kill the Jews in the gas chambers, right?
