I just check internet for all the places where foreigners(gaijin) are accepted.
most brothels in Tokyo do not let us IN. but some did, I visited myself. one in yoshiwara, one in shibuya. I dont remember the exact place as I found it from website. I think it has all the information about prices and services, even with pictures. check it out:

I wouldnt recommend Japan as a mongering place at all. Sure you can get some nasty local porn material, but if you're looking for a red light district and a cheap hotel nearby, you're in the wrong place. For one, hotels are not cheap in Tokyo, and second, as mentioned before, if you're a gaijin who cant speak Japanese, you're not going to get very far.

The only way you can get J-girls is if you're reasonably attractive, well dressed, and have mild conversational abilities in Japanese.

If you want to go mongering, visit one of the many other enjoyable SE Asian destinations, KL, Manila, or BKK.

Shinjuku would be a good place for you to start searching. The only issue is that the possibility for you to get cheated is very high. Most of the brothels there are not gaijin friendly. My advice is find a local who can take you to one. I tried doing it on my own when i first got there and failed miserably until one local colleague took me to a place which is not the most popular and expensive gaijin friendly place but a place where locals go. He did all the hardwork and this was 5 years ago so i cant recall the name of the place. Good luck on your quest!

Have you read the sub-forum for Tokyo? There is info there, some old but all your're asking for is the area and that shouldn't change. I found this post which looks helpful after a 10 second search.
