TJ Cops are the scumbags and getting worse

Kitty, the cops mugged me in the ZN. Most of us who post these incidents post them and move on. We told our stories. I didn't bother to answer your questions because most of them were answered in my previous posts when I stated exactly what happened. Others probably didn't read your posted questions. Some of the questions were out of line and have nothing to do with cops mugging us tourists.

Yes, I was mugged by the cops about 2 blocks up the hill from Adelitas. I was doing absolutely nothing other than walking up the hill to head back to the border. I was very sober, although I had 2 beers about 4 hours earlier that night. I don't flash my cash, and usually carry it in various places on my person. However, the cops knew I had cash after they searched absolutely everything on me from my pockets, to inside my shoes to the crevices of my wallet. I was dressed in what I normally dress anywhere, decent jeans, polo shirt and a jacket.

No, I wasn't being an asshole and/or were visibly drunk/high (or otherwise being a sorry excuse for an American) stumbling around town when I got pinched. I have traveled in dozens of 3rd world countries, and I keep a very low profile, always aware of my surroundings. I am always quiet and respectful because that is my nature.

-I had done nothing wrong. No pissing in the alley (I don't do that anywhere), no jaywalking, etc.
-nothing perverted
- I had pissed off no one (no bartender, doorman, local proprietor, nor attractive local non-WG woman)

You are barking up the wrong tree. These cops were waiting on the corner of the main drag to head back to the border if you were walking from the ZN. You seem to be drawing a conclusion in your posts that these cops are down there in the ZN watching in the clubs or such, and then hustling up to these locations (border bridge, main street from the ZN, etc) where they can mug us as we walk home. Warren's post pretty well says it all. They are preying on everyone and anyone who does not look like a local, although for all we know they are preying on them too. The only trend is these bad cops are hanging out where any mugger might in order to hit someone headed back to the border.

BTW warrencox you and I have very similar backgrounds. But I know better than to be caught in TJ after dusk. You are asking for it. But you knew that. As far as staying out of the mexican judicial system, you could not have said it better.

Burt -" I drive a full sized American car. I was stopped by the Border Patrol. He asked the usual question, then asked to search my trunk. I refused to give him permission.

He said I'd have to wait for his supervisor to explain why that was necessary. (I kept asking if I was under arrest and saying that I wanted to leave if I wasn't.) Finally after holding me 30 minutes he decided I was free to go. (He was getting close to a civil suit for unlawful detainer.) He never did search my trunk. (Which had nothing more than my luggage in it.)"

if you were at a border crossing or within a reasonable proximity, you have no right to refuse a search of your trunk. It would not have been a violation of your 4th Am. rights nor would you have any case for an "unlawful detainer". Not trying to be a know-it-all but just letting you know for next time.

Again, this is not directed at people driving in TJ or pinched near the border or outside the ZN. Other than WarrenCox I notice that there were no responses to my questions about TJ activity leading up to police incidents. This just supports the general opinion of those of us experienced with TJ that if you act up in TJ you will pay the cost. Once you cross the border you are in a foreign country. I have NEVER seen the cops fuck with tourists in ZN. They actually put in a police station TO PROTECT US because there was a rash of muggings and petty crimes in the area several years ago. Mongers are a cash cow to that city - cops don't (shit they can't) fuck with that. If you behave well, and take a cab into town, the odds of having a negative experience are extremely low.

I suspect that the vast majority of guys with sob stories are leaving out important details like:
-they were being an asshole and/or were visibly drunk/high (or otherwise being a sorry excuse for an American) stumbling around town when they got pinched
-they had done something wrong (pissing in the alley, jaywalking, etc.)
-they were doing something perverted (fucking with underage WG, trannys/gays, asking for outrageous services from WGs)
- they had pissed off a local (bartender, doorman, local proprietor, attractive local non-WG woman) with rude/obnoxious behavior immediately prior to the incident

The rare exception of cases is pointed out by a gentleman like WarrenCox. This is a 3rd World country and police corruption is rampant noone denies that. I believe every word this man has written and commend him for his advice regarding how to report these scum suckers.

But the rest of you, care to fess up? ...I didn't think so.

A New Law in Tijuana Regulates the Oldest Profession

The sex trade is so clearly accepted that on a recent afternoon police officers arrested several small-time drug dealers while dozens of prostitutes plied their trade in broad daylight nearby. Later, some police officers warned a reporter and a photographer not to photograph women in front of the topless club El Corral. "It is to protect their identities," an officer explained.

Prostitution has long flourished in Tijuana, just south of the border.
The effort to tighten the regulation of prostitution was pushed by the owners of the city's 236 cabarets and tourist bars, many of which employ women as erotic dancers. Most prostitutes pick up clients in these nightclubs, pay the club's owner a fee and then take them to local hotels.

"As owners of these businesses, we are worried always that our clients come back," said César Sلnchez, president of the association of bar and cabaret owners. "Our principal interest is that our clients are not infected."

Marيas Magdalenas, an organization of sex workers, also supported the new regulations, viewing them as a form of insurance that might help their members avoid getting sick.

The regulations, for instance, require hotel owners catering to prostitutes to cover furniture with plastic, disinfect rooms and change sheets regularly. The city has closed at least 18 massage parlors and brothels for violations since the regulations took effect in August.

Still, the regulations could do nothing to change the general ugliness of the work, nor the miserable pay the market dictates, several prostitutes said. Women in their 30's who work the older clubs said they are able to charge their clients only $20 to $30 for sexual intercourse.

Younger women said they were able to command a higher price, especially those who work at topless bars on Avenida Revolucion and other parts of town that attract more American tourists. Some said they could earn as much as $3,000 a week.

It was the lure of that kind of money that brought Coral Gutiérrez, 22, to Tijuana recently from Veracruz. She came out of the city health clinic on a recent afternoon, still holding a cotton ball to her arm where a doctor had drawn blood for an H.I.V. test.

She said she had been making a very meager living as a waiter in a massageplaneté in Veracruz, but now made more than $100 a day in the sex trade here. "It's good to be tested," she said. "Not only for our health, but for everyone else's."

Dr. Mayor Noriega said the incidence of AIDS in women registered with the city clinic is very low - with only three cases detected so far this year. All were women who had arrived from other cities and were seeking a credential to work. The incidence of syphilis and gonorrhea is similarly small, less than five cases of each discovered this year, he said.

But state health officials in Baja California say there is preliminary evidence that the rate of H.I.V. infection might be much higher, especially among prostitutes who are also intravenous drug users, many of whom are not registered with the city authorities. A study of the incidence of H.I.V. in prostitutes will be completed next year.

Dr. Jorge Alvelais Palacios runs a clinic at the state hospital here where free H.I.V. tests are available. He estimated that, according to preliminary data, between 10 and 12 percent of the people in the sex trade who come to his clinic test positive.

Olga, who asked her last name not be used, said the fear of the virus hangs over her constantly. Her home is in Monterrey but she comes to Tijuana for a week of every month. The money she earns as a prostitute goes to support her parents and younger brother, she said.

"I'm doing this for a year and a half, two years and that's it," she said as she entered the clinic for an AIDS test. "Nobody likes this."

TIJUANA, Mexico - She arrived at the clinic at noon, dark sunglasses covering her eyes and a baseball cap pulled down low. She clutched a small pink book with her picture stapled inside. The dates of her examinations for venereal diseases were stamped in inks of various colors, like a passport.

Each working prostitute must carry a booklet showing the results of government-required monthly tests for H.I.V. and other sexually transmitted diseases.
Her name is Olga, and like thousands of other women in this town, she works as a prostitute, recruiting clients at a topless bar. These days, however, unless she is tested every month at a government clinic and has the right stamps in her booklet, the police will arrest her.

"You cannot work without it," she said, running her finger down the list of dates and notations saying "H.I.V. negativo." "If you don't have it, the police will take you away and you have to pay a fine."

The testing is one of the measures that this city has taken to regulate prostitution, which has flourished here for decades. The city council passed a law in June that requires the town's active prostitutes - 5,000 are currently being tested each month - to have monthly medical exams for sexually transmitted diseases and forces brothel owners to adopt more sanitary practices. Those who do not face stiff fines and the loss of their business licenses.

The city has also begun issuing new credentials to prostitutes to replace the old pink booklets. The new licenses look like a credit card with a photo. A magnetic strip on the back allows health inspectors with hand-held scanners to check the card-holder's medical status in seconds.

"If a person is infected at the time when they read the credential, there will appear a red light that says she cannot work," said Manuel Mayor Noriega, who runs the city health clinic for prostitutes.

Though there are still laws against prostitution on the books, the sex trade has long been part of the atmosphere in downtown Tijuana, a city that bloomed from a tiny town during Prohibition around bars, casinos, brothels and racetracks.

Women in skimpy outfits loiter at all hours in front of bars and hotels along the streets in La Coahuila, the red-light district in the northern part of the city, beckoning to men who have crossed the nearby border into cheap hotels, massage parlors and cabarets.

Martha Montejano, a city councilwoman who pushed through the new law at the behest of Mayor Jorge Hank Rhon, said the city has legalized the sex trade for all intents and purposes, in hopes of stopping the spread of disease. "It would be impossible to get rid of or to avoid prostitution," she said. "This initiative protects the clients as well as the women."

In a sense, city officials here are trying to assert more control over a haphazard and informal system that had developed during the past two decades. In the 1980's, city health officials started a clinic in La Coahuila. They began registering prostitutes, urging them to have regular tests and issuing the pink booklets.

But the enforcement of the health official's recommendations was lax at best, and while inspectors could take away a prostitute's booklet, they lacked any legal leverage over cabaret and hotel owners. The owners of brothels, massage parlors and strip clubs also often paid inspectors to look the other way if their workers lacked credentials, city officials said.

One measure of the magnitude of the problem health officials face is that more than 8,000 women and men who have registered as prostitutes since the system began have stopped coming to the city clinic, Dr. Mayor Noriega said. It is unclear how many left the business and how many simply decided not to pay for the tests any more.

Streetwalkers are as much a part of the scene in Tijuana as the wandering mariachis, who also linger on corners looking for clients.

The hotels where the women take clients share streets with shops selling souvenirs, ponchos, leather goods, switchblades and cheap guitars, with old-time cantinas where men in cowboy hats drink tequila and beer to the strains of ranchera music, with barber shops where one can still get a straight-razor shave for a dollar, and with drug stores that sell all sorts of prescription medicines to people without prescriptions at low prices.

Okay, he got "jumped at the bridge approaching the border on a Friday night at about midnight, alone, stone sober, no P4P action. White male. Not a Spanish speaker, but understands some Spanish. Not a frequent visitor to TJ. Dressed appropriately. Carrying about $170.00 cash, which was targeted (the cash) in a pat down search. He had been ID'd a week earlier at same time and place (no conclusion but suggesting that this may be a LE "strike" zone). Also, he had not been in ZN that night.

As was also pointed out, he may have been targeted (no conclusion, just a theory) because he has a LE/military background and is tall and well-built which may give off the image of being an active military personnel (Again, no conclusion on my part -but military personnel are under a tight curfew in TJ. possible theory - LE robbed him because they figured an off-duty soldier violating curfew is easy prey?).

Thanks, dude. This is very useful for everyone. Keep it coming guys. Let's hear from more people who have had problems with LE in TJ. It is essential that you be BRUTALLY HONEST about ALL of the information you share. No one will judge you, we just want to gather intel to use against these LE swine!

TIJUANA – Mexican authorities have arrested a city police officer they say is linked to a series of drug-related kidnappings and killings.

Sometimes the "good guys" do catch "bad guys." I wish they caught more of them. And that victims helped by reporting crimes.

Married guys, guys in the military going to TJ without permission, and many other guys for a variety of reasons are all too often afraid to make a complaint for fear of stateside repercussions. Which, of course, is part of the reason it's so hard to stamp out extortion by corrupt cops.

I notice that these posts about police harrassment are generally vague about details of the whole trip. This is Not for those of you harrassed while driving - that is very common in TJ. I also suspect that the TJ police have selected targets who fit a certain profile (age, race, military personnel, big spenders, guys with interesting sexual tastes). I some questions that require COMPLETE HONESTY. If you can share some additional information, maybe we can figure this out better:

1)How old are you (under 25, 26-45, 45-64, 65+) and how many prior trips to TJ had you made? Are you or have you been in the military? Do you look military (ie buzz cut, muscular, clean cut)? Are you married (with a wedding ring on)?
2)How much cash did you have on you when you first got to ZN? did anyone have an opportunity to see your cash wad (including WG)? Did you drive in or take a Taxi? If you drove where did you park?
3) Are you Latino? Are you obviously Anglo (do you stand out)? Are you Black or Asian? Do you speak any Spanish?
4)How many drinks had you had? Where were you drinking? Had you used ANY other substances that day before or during your trip to ZN?
5)Where EXACTLY (and I mean exactly) were you when the harrassment went down (ie - in front of CC/AB/in the alley/at the border crossing at the bridge)? Where there any other Americans around, locals, or was it deserted? Had you been in a taxi in the time prior to being confronted?
6)How long had you been in the ZN at the time - just arrived, 1-2 hours, 3 or more hours? All day?
7)Had you had any interactions/conflicts with any non-LE prior to being stopped? Did anyone follow you or seem to watch you?
8)Had you been with any WG that day - if so, who exactly?
9) Have you ever: engaged in sex with men/TV/tranny activity in TJ, been with underage girls (or even young looking WG), or received interesting sexual favors (ie S/M, golden showers, dildo up your ass, etc) If so when and where?
10) Exactly what time did the incident occur? 10:30pm, 1am, 2am, earlier, later?

Please HONESTLY answer these questions. Maybe we will spot a trend?

Last weekend a buddy of mine--and one of the most experienced TJ vets I know--took a newbie to the Zona to show him the ropes. The newbie was carrying Viagra without a Rx and put them both in harm's way.

(I don't know if my friend forgot to warn the newbie about carrying drugs, or if his warning was ignored. I'd bet on the latter.)

About 10pm they were walking from La Tropa to Purple Rain when they encountered cops. And big problems.

The cops searched them and found Viagra on the newbie. They cut my friend--who was "clean"--lose, but they threw the newbie in their patrol car. To his credit my friend stuck with the newbie; the cops didn't object as they needed his translations skills.

They drove them around the colonias trying to get them really scared. It worked with the newbie. Initally they demanded he have his family wire them $1,000.00. The newbie was carrying $200.00. My friend negociated his release for $100.00. (Not too bad seeing that a judge would probably have fined him $70.00.)

My friend went home unaffected. I doubt the other guy will return to TJ.

The cops have the right to stop and search people. They initially cut my freind lose because he was clean. The newbie was breaking the law, and paid dearly for it. If he had not been carrying Viagra then nothing would have happened to either of them.

As I've posted before, going to Tijuana is like engaging in a contest with the cops. Like football, it's a rough game. Like football, it has rules. Like football, sometimes the other team cheats.

I can't stress enough how important it is to obey all the laws while in Tijuana, which includes not carrying drugs without having a Rx on your person. There is nothing the cops like more than to catch a tourist "fair and square" breaking the law--however, trival the transgression may be. It is like winning the lottery and getting a bonus all roled into one.

Usually if you obey the law you are safe from the cops. If you have problems with the cops and weren't breaking the law then stand your ground and demand to see a judge. (Judges are on duty 24/7; and the cops can't put you in jail without an order signed by a judge.) But if you broke the law, stay calm (the cops will do their best to scare the piss out of you) and negociate the best deal possible.

Well I learned to avoid the whole mess go to a TJ escort website, find a nice girl that speaks English and avoid the Zona all together. I did this spending $300 for three hours went to dinner and then had great sweaty sex until I was exhausted, no cops and no hassle. And thats half (or less) what I would pay in the US.

But I agree go to the Zona in daytime, wear sunglasses and avoid the drug stores they have those outside the Zona if you want some medications in nicer neighborhoods.
