Multiple Victims Rescued from Human Trafficking Ring, Massage Parlor Owner Arrested

Farmington Hills, MI – Following a four-month joint investigation led by the Farmington Hills Police Department Directed Patrol Unit (DPU), in collaboration with the Westland Police Department Special Investigations Unit (SIU) and the Oakland County Sheriff’s Office Special Investigations Unit (SIU), Farmington Hills Police arrested Zixuan Wan, a 44-year-old Livonia woman, in connection with a human trafficking investigation. Earlier this month, multiple search warrants were executed at her massage businesses in Farmington Hills, Westland and Commerce Township, her residence in Livonia, and banks where detectives believed proceeds of the illegal acts were being deposited.

The investigation began in November 2024, days after members of the Farmington Hills Police Department Directed Patrol Unit (DPU) attended an Oakland County Prosecutor’s Office training course on detecting and combating human trafficking. Utilizing investigation techniques learned during the course, the DPU became aware of an unlicensed massage business, allegedly offering illicit services, operating within the City of Farmington Hills.

Through investigation, the Farmington Hills Police DPU learned that both the Westland Police Department SIU and the Oakland County Sheriff’s Office SIU were also conducting investigations into Wanand her massage businesses in their respective jurisdictions. A coordinated effort began, which required large amounts of interagency cooperation, information and resource sharing. Throughout the investigation, the Farmington Hills Police Department’s intelligence analyst provided critical insights by analyzing data, communication and travel patterns, and identifying key connections, which significantly advanced the investigation and led directly to actionable intelligence.

On Wednesday, March 5, Farmington Hills Police DPU, Westland Police SIU and Oakland County Sheriff’s SIU conducted the associated search warrants. Several human trafficking survivors were found to be residing within the massage businesses and were subsequently brought to Common Ground and CARE House of Oakland County for victim services. Several firearms approximately $140,000 cash have been seized in this case so far.

“The successful outcome of this investigation is the result of the strong partnerships that the Farmington Hills Police Department maintains with agencies throughout Oakland County and beyond,” said Farmington Hills Police Chief John Piggott. “I’m continually impressed with the men and women of the Farmington Hills Police Department who are constantly seeking out training opportunities and bringing the skills learned back to the Department. These skills directly lead to law enforcement intervention rescuing these vulnerable women from further exploitation. Because of their excellent work and our collaboration with outside agencies, a dangerous human trafficker will be held accountable.”

Farmington Hills Police detectives submitted their findings to the Oakland County Prosecutor’s Office, which issued a three-count warrant charging Wan with Human Trafficking Enterprise Resulting in Commercial Sexual Activity, Human Trafficking Enterprise and Keeping a House of Prostitution. This is an ongoing large-scale investigation, and additional charges are expected soon.

Wanwas arraigned before Magistrate Sawicki of the 47th District Court on Thursday, March 6. A not guilty plea was entered on her behalf, and bond was set at $100,000 personal. Conditions to the bond include GPS tether and the surrender of Wan’spassport. A Pre-Exam Conference is set for 9 a.m. on March 21 before Judge Parker.
