Mississauga Massage Parlours Targeted

So I'm sitting in front of the computer browsing the Internet, when my eyes suddenly wander towards a newspaper lying on the floor and an article on massage parlours in today's Mississauga News. For those interested, read on.

Peel Regional Police and municipal inspectors have declared war on Mississauga's massage parlours as a response to repeated allegations they are simply fronts for prostitution rings.

Police say the complaints, many of which come from angry Mississauga wives and mothers, also include allegations that underaged girls and illegal immigrants are working in massage parlours.

Officers from the force's Vice unit have combined forces with by-law inspectors to shut down 35 massage parlours in Mississauga since 2003, City records show.

But, according to Jamie Hinton, one of Mississauga's managers of compliance and licensing enforcement, police or the City will shut down an owner only to see him re-open for business under a different name.

"It's an ongoing battle that we are trying to fight in partnership with the police," said Hinton. "There are specific areas and by-laws that don't allow some of these parlours to operate, but they're setting up shop anyway."

At least five parlours in Mississauga have been slapped with either by-law or prostitution charges this year. Meanwhile, police and the City are investigating at least four others, with charges pending.

Following a recent undercover sting operation, police charged the owners of Rose's Prestigious Health Studio on Argentia Rd., and Destiny's Spa on Rutherford Rd., with operating a common bawdy house and living off the avails of prostitution.

"Some of the things going on in (massage parlours) are offensive, and we're constantly having to monitor them because they do have a tendency for acts of a sexual nature," said Peel Det. Randy Cowan, head of the Vice Unit. "We're taking a zero tolerance approach to it, and our hope is that (the owners of these establishments) will move out of the region once they're caught."

Cowan said police have also responded to spas to find girls as young as 16 working as attendants, as well as illegal immigrants.

Police regularly receive complaints from wives and mothers who are upset because their husbands or sons are receiving sexual favours inside these establishments, he added.

Police say the nature of the complaints range from blatant sexual activity between staff to customers upset about inflated prices -- often close to $200 an hour -- that the parlours charge patrons.

Currently, only 11 massage parlours are licensed to operate in Mississauga. Hinton said the rest, at least four others, are operating illegally.

This year, three parlours -- Saka Spa, The Massage Centre and Anna's Health Care -- have been charged with operating without a licence, while the Blue Lagoon Spa was charged in March with employing an unlicensed attendant who was in Canada illegally.

There have been court decisions that have gone against municipalities trying to enact tough new bylaws, because legislating morality is not a municipal jurisdiction, it's federal. "Living off the avails of prostitution" and "keeping a common bawdy house" are federal criminal code charges. No city's bylaws would allow MPs to break the federal government's laws.

Destiny's Spa is in Brampton, not Mississauga, and I believe it was licensed.

It is not only Mississauga according to my sources, it is going to be a rough summer for Holistic MP's across the city. Stick to the tried and true ones if you have to go, otherwise you may be asking for trouble.

getting a NR is legal in Miss if you have a body rub license, but when you get a HJ, that is prostitution, so all licensed MP's in Miss are considered to perform illegal activities and can be busted any time...

You have to understand, that the police realize what is going on, and for the most part the will not come to the MP as long as they know they are operating a fairly clean business. It's when attendants start to offer extra's above and beyond the Usual Nude, NR, and BS that the police start to come and charge Common bawdy house charges.

The way I understood the law, strictly with regards to prostitution, is that prostitution in itself is legal, but communicating prostitution is illegal.

So if you go for a massage, and she jerks you off without telling her to do it, than it should be perfectly legal because you did not say, "how much do you want to give me a handjob?"

Whats the difference if you went to a RMT, and out of nowhere she just started jerking you off? You still have to pay her for the massage. So how can they charge these places with prostitution, unless they find blatant proof of FS going on??

Sigh... here we go again.

Keeping, being an inmate or found in of a common bawdy house is a criminal offense in Canada.

A "common bawdy house" is defined as a place kept for or resorted to by one or more persons for the purposes of prostitution., indecent acts etc.

EVERYONE... TRUST just this one thing:

IF YOU GO AND GET A HAND JOB IN A MASSAGE PARLOUR YOU RUN THE RISK OF BEING ARRESTED FOR BEING A FOUND IN OF A COMMON BAWDY HOUSE.

Period. Don't waste any more bandwidth about the vagaries and what you think about the applicability of the law.

If you want to change the law, start with your MP (Memebr of Parliament not massage parlour!) etc or get charged and fight it to the Supreme Court on Charter grounds of some sort.

the heat must be on in Peel beacuase i went to SRM this morning at 10:00 and two cruisers pulled up beside me!!! i just pretended i was doing some work and making cell calls while they were scoping things (including me) out. i hi-tailed it out of there 10 minutes later and went to the Tim's accross Torbram. waited there hoping they would leave but as of 11:00 no dice.

on a postive note, i headed for HFH and had an amazing session with Alexis. my first time seeing her but surely not the last!

I had the same thing happen to me. Tried to go to SRM on Friday morning and take my luck with whoever was available as the lineup looked amazing, but the cops were sitting at the end of the driveway. I didn't even go near it, turned and left. Went to Silhouette and saw Nikki later in the day. Wow!.
