Which specific government is asking that? Not here in Ontario, and not the federal gov't as it's a provincial matter.
I've pointed out earlier in the thread that gov'ts and non-governmental orgs already have the means to track and surveil individuals if that's what they want to do. They don't need to use yet another app to do that, and the only working process for DCT actually prevents it (and even there, hardly anyone has actually launched an app on that process.
Heck with today's already in place technologies, a modest budget, and good data scientist you could be tracking almost anyone or any group you wanted..
