Well those mid-40's and older would have graduated earlier. Look, I'm not defending what they do now...for the most part I agree with you. They are "choosing" to do this over other jobs. If you're a foreigner in a foreign country, your embassy will provide assistance.
If her documents are being wrongfully withheld, or she feels in danger or threatened in any way, that's why a trip to local LE would be justified first.
She's lucky as hell to be in our country, because she will be taken care of immediately.
